Monticello Nuclear Generatingq Plant Committed to Nuclear Excelleni7 Operated by Nuclear Management Company, LLC May 30, 2002 10 CFR Part 50, Section 50.55a US Nuclear Regulatory Commission Attn: Document Control Desk Washington, DC 20555 MONTICELLO NUCLEAR GENERATING PLANT Docket No. 50-263 License No. DPR-22 Notification of Extension of 3 rd Ten-Year Inservice Testing and Inservice Inspection Intervals Nuclear Management Company, LLC (NMC) is hereby notifying the Nuclear Regulatory Commission (NRC) of its intent to extend the 3 rd 10-Year Inservice Testing (IST) and Incservice Inspection (ISI) Intervals for the Monticello Nuclear Generating Plant.

Monticello is currently in the third period of its 3 rd 10-Year IST and ISI Intervals. These Intervals began on June 1, 1992 and were scheduled to expire on May 31, 2002.

Based on this notification NMC is extending the current 3 rd 10-Year IST and ISI Intervals through March 8, 2003.

Pursuant to 10 CFR 50.55a(f)(4)(ii) Monticello committed to use the 1986 American Society of Mechanical Engineers (ASME), Boiler and Pressure Vessel Code, without any addenda for the current 3 rd 10-Year IST and ISI Intervals. Per the 1986 ASME Code, Section Xl, IWA-2430 which states in part "...each of the inspection intervals may be extended or decreased by as much as 1 year. Adjustments shall not cause successive intervals to be altered by more than 1 year from the original pattern of intervals." Additionally, per the guidance in NUREG-1482, "Inservice Testing Program Guidelines," Section 3.3.1, "Extension of Interval," states, "The staff recommends the licensee inform the NRC of any extension before the date that would have been the end of the current interval."

Therefore, based on the guidance provided in NUREG-1482, and pursuant to the requirements of the ASME Code, Section Xl, IWA-2430, NMC is hereby informing the NRC of an extension to the 3 rd 10-Year IST and ISI Intervals for the Monticello Nuclear Generating Plant. The current 3 rd 10-Year IST and ISI Intervals will continue in effect through March 8, 2003. This adjustment to the 3 rd 10-Year IST and ISI Intervals will not cause successive intervals to be altered by more than 1 year, outside the allowances of the ASME Code, Section Xl, IWA-2430(e), from the original pattern of intervals.

Nuclear Management Company, LLC (NMC) submitted a request for revision to Appendix A of Operating License DPR-22 for the Monticello Nuclear Generating Plant titled, "License Amendment Request for Conversion to Option B for Containment Leak Rate Testing," by letter incorrectly dated April 25, 2001.

NMC hereby request that the submittal letter for the License Amendment Request be referred to by the date that coincides with the date that the letter was signed and witnessed by a notary (i.e., April 25, 2002).

NMC respectfully request the NRC staff to continue to review the License Amendment Request for Conversion to Option B for Containment Leak Rate Testing (TAC#

MB4975), for the Monticello Nuclear Generating Plant.
