Withdrawal of Request for Approval of a Risk-Informed Inservice Testing Program for Air Operated Valves for the Third Ten-Year Interval (TAC Number MB0520)
Ladies and Gentlemen:
The purpose of this letter is to withdraw a previous request for approval of a Risk Informed Inservice Testing (RI-IST) Program for Air-Operated Valves (AOVs) for the Davis-Besse Nuclear Power Station (DBNPS) for the Third Ten-Year Interval. Approval to implement this program was previously requested by letter Serial Number 2668, dated September 11, 2000, and was supplemented by letters Serial Number 2720, dated July 17, 2001, and Serial Number 2733, dated September 13, 2001.
Draft Regulatory Guide DG-1089, "Operation and Maintenance Code Case Acceptability, ASME OM Code", was issued in December 2001 for comment. Upon approval of this Draft Regulatory Guide (which is anticipated to be during this year) and in conjunction with Regulatory Guide 1.175, "An Approach for Plant-Specific Risk Informed Decisionmaking: Inservice Testing" (August 1998), the development and implementation of a RI-IST for AOVs can be accomplished within existing NRC guidance and requirements, except where relief may be needed from those requirements.
In order to utilize of the forthcoming and existing guidance and requirements, and to eliminate unnecessary expenditure of NRC or DBNPS staff resources, the DBNPS withdraws its previous request for approval of a RI-IST for AOVs.
