JOINT FILING ON BEHALF OF NRC STAFF, PACIFIC GAS & ELECTRIC COMPANY, LORRAINE KITMAN,SAN LUIS OBISPO MOTHERS FOR PEACE, AND SAN LUIS COUNTY SUPERVISOR PEG PINARD AND AVILA VALLEY ADVISORY COUNCIL Per Memorandum and Order (Initial Prehearing Order), dated June 6, 2002, the Atomic Safety and Licensing Board (Board) presented three alternatives with respect to a prehearing conference: the weeks of August 27-30, 2002, or September 3-6, 2002, in the San Luis Obispo, California area; and the week of September 9, 2002, at NRC headquarters in Rockville, Maryland.

On behalf of NRC Staff, Pacific Gas & Electric Company (PG&E), Lorraine Kitman, San Luis Obispo Mothers for Peace(SLOMFP), and San Luis County Supervisor Peg Pinard and Avila Valley Advisory Council (collectively Participants):

The Participants respectfully request that, due to scheduling difficulties and other considerations, the Board consider the following alternative. The Participants in this proceeding have agreed, or have no objection to,1 holding the pre-hearing conference in San Luis Obispo the 1

PG&E requested its position be reflected in this joint filing as follows:

Due to scheduling conflicts, PG&E does not prefer the week of August 27, 2002. Rather, our preference would be to hold the conference the week of September 3, 2002, in the San Luis Obispo area, bearing in mind that scheduling during this week may be affected by the Rosh Hashanah holiday beginning at sundown on Friday, September 6. In the alternative, PG&E would support a prehearing conference at NRC headquarters the week of September 9, 2002, consistent with the June 6, 2002 Order. PG&E would not presume to propose scheduling options other than (continued...)

week of September 9, 2002. The Participants are not able at this stage of the proceeding to give an informed estimate as to the number of days that will be required for the prehearing conference.

To the extent that we are able to provide our best estimate, we suggest the Board assume that the prehearing conference could require two days. SLOMFP has located several facilities which, as of last week, were available the week of September 9, 2002: Madonna Inn,2 located at 100 Madonna Road, San Luis Obispo, CA 93405. (805)543-1800; Adult School, located on Lizzie Street (contact Teri Miller, (805) 549-1222, or tmiller@slcusd.org); and, the Veterans Hall (further information available upon request.) This alternative is presented in light of NRC Staff conversations with the Board, indicating that this arrangement may be acceptable.

Based on conversations with the Board, it is the Participants understanding that the Board will not find the above outlined proposal to be objectionable, assuming an acceptable location is identified. The Participants assure the Board that if the above outlined proposal is not amenable, the Participants will work together to accommodate the Boards preference.

2 According to SLOMFP, the Madonna Inn is the best of the three alternate locations identified above, as it can accommodate 200 people and has ample and accessible parking.

Because of the difficultly in finding adequate space in San Luis Obispo the week of September 9, 2002, SLOMFP has tentatively reserved the Madonna Inn in the event that the Board might find this option useful.
