Supplemental Information Regarding License Amendment Application to Revise Technical Specification (TS) 3/4.3.1, "Reactor Protection System Instrumentation," to Delete Action and Enhance Specification Clarity (License Amendment Request No. 01-0008; TAC No. MB3746)

Ladies and Gentlemen:

On December 17, 2001, the FirstEnergy Nuclear Operating Company (FENOC) submitted an application for an amendment to the Davis-Besse Nuclear Power Station (DBNPS), Unit Number 1, Operating License Number NPF-3, Appendix A Technical Specifications, regarding Technical Specification (TS) 3/4.3.1, "Reactor Protection System Instrumentation." The proposed amendment (DBNPS letter Serial Number 2723) would revise the Reactor Protection System (RPS) requirements to delete an action and enhance specification clarity. This letter provides supplemental information to the license amendment application.

During a discussion between the NRC and DBNPS staffs on February 27, 2002, the DBNPS staff was requested to provide clarifying information regarding the deletion of Action Statement 2 of TS Table 3.3-1, provided in Section 4.0, "Technical Analysis," in the original license amendment application. The following provides the requested clarification:

The requirements of TS Table 3.3-1, Action 2.b, are to reduce reactor thermal power and the high flux trip setpoint or monitor quadrant power tilt (QPT) at least once per 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br />. These actions are provided to compensate for the loss of reactor core power distribution monitoring capability due to a loss of a power range out-of-core neutron detector. The power-range out-of-core neutron detectors are not the primary means to monitor reactor core power distribution.

Docket Number 50-346 License Number NPF-3 Serial Number 2778 Page 2 Rather, TS 3/4.2, "Power Distribution," contains requirements for reactor core power distribution. Accordingly, the requirements of TS Table 3.3-1, Action 2.b, are unnecessary to ensure adequate core monitoring, because other TS requirements provide for adequate reactor core monitoring capability. This proposed change is consistent with NUREG-1430, Standard Technical Specifications - Babcock and Wilcox Plants, Revision 2.

This information does not affect the conclusions stated in the previously submitted license amendment application that there is no adverse impact on nuclear safety and that the proposed amendment involves no significant hazards consideration.
