NORTH ANNA UNITS 1 AND 2, AND SURRY, UNITS 1 AND 2 LICENSE RENEWAL DRAFT SAFETY EVALUATION REPORT WITH OPEN ITEMS
Dear Mr. Christian:
By a letter dated May 29, 2001, Virginia Electric and Power Company (VEPC) submitted two applications to the U.S. Nuclear Regulatory Commission (NRC) for renewal of the North Anna Units 1 and 2, and Surry Units 1 and 2 operating licenses for an additional 20 years. The license renewal applications (LRAs) were submitted pursuant to Title 10 of the Code of Federal Regulations, Part 54. The NRC determined that the LRAs were complete and acceptable for docketing on July 30, 2001. The NRC staff has reviewed both applications and has developed the enclosed Safety Evaluation Report With Open Items for North Anna Units, 1 and 2, and Surry, Units 1 and 2, hereafter referred to as the SER, June 2002. This SER reflects the status of the staffs review of the applicants LRAs, request for additional information and clarification, and the applicants responses to the NRC staffs requests through May 22, 2002, unless otherwise noted. Issuance of the enclosed SER is an important milestone for both the applicant and the staff.
The NRC staff has identified open items as well as confirmatory items in its review that must be resolved before it can make a final determination on the application. These open items, the majority of which were previously discussed with your staff are summarized in Section 1.4 of the SER. This section also includes a listing of confirmatory items with the explanation of the information required to satisfactory resolve the issue. In order to close these items, the staff needs the additional information identified in the SER.
In accordance with the schedule for completing the review of the North Anna and Surry renewal applications, the applicant is requested to review the enclosed SER, verify its accuracy, and provide comments and response to the confirmatory items by August 22, 2002. The NRC staff also plans to review the format of this SER to further improve its content while incorporating the applicants responses. A complete and revised SER will be issued by November 5, 2002.
