NOTICE: The enclosure to this letter contains "Safeguards Information" which should be prevented from public disclosure in accordance with 10CFR73.21. Upon separation of the enclosure, this letter is "DECONTROLLED."

Dear Mr. Collins:

In Reference (1), Rochester Gas and Electric Corporation (RG&E) responded to the U.S. Nuclear Regulatory Commission (NRC) Order which immediately modified the license for the R.E.

Ginna Nuclear Power Plant under the criteria of 10 CFR 2.202. For three Interim Compensatory Measures (ICM) called out in the Order (B.2.a.(1), B.2.a.(2), and B.2.b), RG&E stated that a supplemental response would be provided. The NRC accepted this response in Reference (3) provided that a supplemental response to the three ICMs was provided by June 4, 2002. The purpose of this letter is provide the required supplemental response (see enclosure).

Also, in Reference (2), RG&E reserved its right to request a hearing on these three ICMs. As described in the enclosure to this letter, RG&E will implement all ICMs by August 31, 2002.

Therefore, RG&E consents to the entry of the Order and does not require a hearing.
