ASSESSMENT FOLLOW-UP - SALEM UNIT 1
Dear Mr. Keiser:
On May 12, 2002, the NRC staff completed a quarterly review of Hope Creek and Salem Units 1 & 2. The assessment evaluated the performance indicators (PIs) and inspection results. The purpose of this letter is to inform you of your safety performance during this period and our plans for future inspection at your facility.
Our review of Salem Unit 1 first quarter 2002 performance identified that the White threshold was crossed for the Unplanned Power Changes Per 7000 Critical Hours performance indicator (PI). As a result, we have assessed Salem Unit 1 performance to be in the Regulatory Response column of the NRCs Action Matrix. Therefore, we plan to perform a supplemental inspection in accordance with Inspection Procedure 95001. This inspection procedure is conducted to provide assurance that the root and contributing causes for the individual and collective risk significant performance issues are understood, to independently assess the extent of condition, and to provide assurance that the corrective actions are sufficient to prevent recurrence.
Please inform Glenn Meyer of my staff within 20 days of receipt of this letter of your schedule for completing any evaluations of the issues that led to this White PI so that we can schedule our inspection during the coming months at an appropriate time mutually convenient to both parties.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS).
