MINUTES OF INTERNAL MEETING OF THE DAVIS-BESSE NUCLEAR POWER STATION IMC 0350 PANEL The implementation of the IMC 0350 process for the Davis-Besse Nuclear Power Station was announced on April 29, 2002. An internal panel meeting was held May 16, 2002.

Internal IMC 0350 Restart Panel Meeting Davis-Besse Nuclear Power Station DATE:

Reports from Staff
Region III reported that the CAL was revised and signed out on May 15, 2002.
Site activities - SRI reported that the cavity had been successfully cut out of the reactor head and photos were sent out. The licensees focus has shifted from repair to replacement, but no official decision yet. The licensee reported the latest schedule, showing start up on October 11, 2002.
Licensing issues - NRR is preparing a status sheet to track green and yellow tickets +
2.206 petitions. 2 new 2.206 petitions were received. (ACTION - Mendiola) 2.
IMC 0350 Panel Business
Inspection schedule and charter. The draft charter and draft Special Inspection (SI)
Plan for IR 02-07 (Repair or replacement activities) were sent to the panel. Proposed minor editing to charter was suggested and will be incorporated (ACTION - Jacobson).
Inspection plan for SI 02-08 (AIT follow-up) will be sent out to panel members (ACTION - Lipa). Jim Gavula held his entrance today IR 02-08.
The Process Plan was revised per comments on 5/14 and sent to panel. Panel will provide comments to C. Lipa on latest rev, dated 5/15/02. Plan to approve on 5/21.
Two versions of potential restart check list items were discussed. Comments will be incorporated and brought to panel for approval on 5/21 (ACTION - Lipa).
NRR has proposed a new set of questions on the risk assessment that will assist Researchs efforts to resolve differences between their assessment and licensees. The questions have been provided to licensee verbally. NRR to follow up with RAI (ACTION - Mendiola).
The AO report is being prepared by RIII and will be provided to Chuck Petrone on 5/17/01 (ACTION - Lipa).

Utilization of Web Page
Steve Bloom will put revised CAL on web page 5/16/02.
Jack Grobe to decide if SI umbrella charter should go on web page (ACTION - Grobe).
Panel discussed, but did not finalize plans to provide periodic updates to ET. Bloom is preparing weekly internal updates. One paragraph from that update will be added to web page 0350 portion to keep it current. May also use weekly Director Highlights.

Future Activities / Plans / Meetings
The panel discussed the ACRS meeting agenda for 6/5 and decided to invite Beth Wetzel and Mike Marshall to 5/21 panel meeting to discuss. (ACTION - Bloom). The ACRS seems to want the NRCs position on the licensees root cause and this is not ready. The panel should decide if DE should/can write an SE to address. Will invite Bateman to next meeting (ACTION - Bloom).
The panel discussed the week of June 10 as a potential time for next public 0350 meeting with licensee. The licensee will also plan a public meeting in HQs to discuss head replacement.
Call w/Dwight Cates held 5/16 am. He plans a site visit on 5/23. Panel will recommend he be referred to our web site for other docs (ACTION - Dean - done by email to Gerke 5/16).
Next panel meeting was scheduled as 5/21 @ 12 EDT / 11CDT.
The panel discussed that M. Kaptur is working through OCA and RIII to schedule a visit to the site. Proposed dates 5/28/02, 6/24/02, or July 2002.
The 5/20 public meeting with licensee to discuss vessel head is on hold until 10 days after licensee notifies us they are ready.
