SUMMARY
OF THE MAY 9, 2002 PUBLIC MEETING TO DISCUSS THE IMC 0350 PROCESS AT DAVIS-BESSE On May 9, 2002, the Nuclear Regulatory Commission (NRC) held a public meeting at the Oak Harbor Junior High School in Oak Harbor, Ohio. The purpose of the meeting was to discuss the NRCs implementation of IMC 0350 Oversight of Operating Reactor Facilities in a Shutdown Condition With Performance Problems at the Davis-Besse Nuclear Power Plant. A formal presentation was made by the NRC. In addition, the licensee discussed some of the FENOC initiatives at Davis-Besse in response to the discovery of the reactor vessel head degradation. Enclosure 1 is a list of attendees for the meeting and Enclosure 2 is a copy of the slides used by the NRC.
The IMC 0350 public meetings between the licensee and the NRC staff are designed to provide a mechanism for the exchange of information and an update on the status of Davis-Besse performance. High-level management from the NRC and the licensee participate in the meetings.
The Region III Regional Administrator, Jim Dyer, introduced the oversight panel members and discussed the background of events leading to the decision to implement the IMC 0350 oversight process at Davis-Besse. The designated Oversight Panel Chairman, Jack Grobe, discussed the panels responsibilities, which include the overall oversight and assessment of licensee performance during the shutdown and through restart.
During the meeting, the NRC provided copies of the "05000346/LER-2002-002, Reactor Coolant System Pressure Boundary Leakage Due to Primary Water Stress Corrosion Cracking of [[system" contains a listed "[" character as part of the property label and has therefore been classified as invalid. These documents and many others related to the reactor vessel head degradation can be found on the NRCs website at http://www.nrc.gov/reactors/operating/ops-experience/vessel-head-degradation.html After the NRC presentation, the licensee discussed the root cause of the reactor vessel head degradation, plant processes and equipment that need to be evaluated, and implementation of the IMC 0350 process.
FirstEnergy Nuclear Operating Company For the plant processes and equipment that need to be evaluated, the licensee discussed first the physical plant degradation, including the reactor vessel head and the condition of structures systems and components in containment. These will be evaluated through an extent of condition review. The licensee also discussed intentions to perform a system by system review, a review of technical programs, a management/human performance plan, and restart and post-restart testing. The Davis-Besse representatives indicated that detailed plans would be available for NRC review.
The NRC concluded the meeting by discussing the inspection program at Davis-Besse during the IMC 0350 process. Inspections will involve routine inspection to ensure that shutdown safety is maintained in addition to focused inspections designated by the IMC 0350 panel. The next meeting will be held in 2-4 weeks and will discuss licensee plans to address the issues discussed in more detail. A public comment period was held following formal presentation, but before the meeting was adjourned.
