REVISION TO THE TMI MODIFIED AMENDED PHYSICAL SECURITY PLAN The purpose of this letter is to submit, pursuant to the provisions of 10 CFR 50.4(b)(4), Revision 44 of the Modified Amended Physical Security Plan for Three Mile Island. The revision to the subject plan became effective on May 6, 2002.
Three additional copies of this letter and attachment are also enclosed. The change incorporated in the revision to the plan does not decrease the effectiveness of the plan and has been implemented in accordance with 10 CFR 50.54(p). A summary of the change is contained in.

5928-02-20116-Attachment l "Security Marking Does Not Apply When This Page lofI Letter Is Separate From The Enclosure" Change Summary TMI MODIFIED AMENDED PHYSICAL SECURITY PLAN REV 44 Specific Change Page 14.0; section 4.6.1, the following paragraph is added to the end of the section:
Temporary background investigations completed using an acceptable alternate method to initially obtain a DD214 copy, may be considered a full background investigation prior to receipt of the DD214 from the National Personnel Records Center, providing satisfactory completion of all other elements required for a full background investigation.
Reason for Change This change allows for the using of an alternate method to obtain a DD214 copy while awaiting the original from the NPRC.
Justification Regulatory Guide 5.66 and NUMARC 89-01 currently require that the military records be obtained from the National Personnel Records Center. However, NRC guidance from Samuel J. Collins (Director of the Office of Nuclear Regulation) in a letter dated November 14, 2001, provides NRC approved alternate methods that would expedite the closure of the background investigation.
