Clarification of Response to NRC Security Order Interim Compensatory Measures B.2.a and B.4.e As a result of the generalized high-level threat environment, the U.S. Nuclear Regulatory Commission (NRC) issued an Order, Reference (a), modifying the operating license of the Vermont Yankee Nuclear Power Station to require compliance with specified interim safeguards and security compensatory measures (ICMs).

References (b) and (c) provided Vermont Yankee Nuclear Power Corporation's (VY's) initial response to the Order.

In an April 30, 2002 conference call, the NRC staff requested that VY clarify the Reference (b) response regarding ICM B.4.e. VY's initial response was consistent with industry guidance and provided certain latitude in implementing ICM B.4.e. However, the NRC staff sought additional clarity and less flexibility in VY's response. During the subject telecon and subsequent telecons, representatives of VY provided an explanation of how VY intended to implement ICM B.4.e. Based on those discussions, VY has revised its original response. to this letter (Safeguards Information) is VY's revision to the Reference (b) response for ICM B.4.e.
