EMERGENCY PLAN CHANGES FOR THE WORCESTER POLYTECHNIC INSTITUTE NUCLEAR REACTOR FACILITY (TAC NO. MB2009)
Dear Mr. LaFlamme:
This letter acknowledges receipt of your letter dated May 21, 2001, which transmitted changes to the Emergency Preparedness Plan for the Worcester Polytechnic Institute Nuclear Reactor Facility submitted under the provisions of 10 CFR 50.54(q).
Based on your determination that the changes do not decrease the overall effectiveness of your emergency plan, and that it continues to meet the requirements of applicable parts of Appendix E to 10 CFR Part 50, NRC approval is not required. Our initial screening of these changes using NUREG-0849, Standard Review Plan for the Review and Evaluation of Emergency Plans for Research and Test Reactors indicates them to be in accordance with 10 CFR 50.54(q) and that your plan continues to meet the requirements of Appendix E to 10 CFR Part 50.
Implementation of these changes will be subject to inspection to confirm that they did not decrease the effectiveness of your emergency plan.
The NRC staff notes that with the change from a semiannual to annual frequency for calibration of portable survey instruments, it raises the importance of monthly operability checks to insure operability and reliability whenever these instruments are needed in an emergency.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter will be placed in the NRC Public Document Room. If you have any questions, please contact me at (301) 415-1127.
