Dear Mr. Elia:
Enclosed is a copy of an evaluation report entitled, "Review of the Proposed Natural Convective Mixing Model for Millstone Unit 3." This evaluation report is of a Stone and Webster, Inc.
containment atmosphere mixing model proposed by Northeast Nuclear Energy Company for inclusion in offsite and control room dose calculations for the Millstone Unit 3 Nuclear Power Plant. The evaluation was performed for the U.S. Nuclear Regulatory Commission (NRC) by Jack Tills and Associates, Inc. The NRC staff has reviewed the report and agrees with its findings.
The Millstone Unit 3 licensee has decided not to continue the review of this containment atmosphere mixing model. However, we are sending you a copy of this report, at your request, in order to make you aware of the details of the technical findings since they concern a model developed by Stone and Webster.
If you have any comments on this report, it is requested that you transmit them to us in writing to serve as the basis for further discussions. These discussions will necessarily be treated on a fee recoverable basis in accordance with our regulations.
We also request that you review the report and identify any material that is proprietary to Stone and Webster, Inc., within 30 days, so that we may create a non-proprietary version of this report, in compliance with our regulations, which will be made available to the public.
