This report was prepared in accordance with Section 5.4.1 of Appendix B, Environmental Protection Plan (Non-Radiological), of the Palisades Nuclear Plant Facility Operating License. The attached report describes the implementation of the Environmental Protection Plan from January 1, 2001 through December 31, 2001.

PALISADES NUCLEAR PLANT 2001 ANNUAL NON-RADIOLOGICAL ENVIRONMENTAL OPERATING REPORT

1.0 BACKGROUND

Appendix B of the Facility Operating License, DPR-20, for the Palisades Nuclear Plant, Consumers Energy Company, is entitled, "Environmental Protection Plan (Non Radiological)". This document requires Consumers Energy Company and the operator of the plant, Nuclear Management Company (NMC), to submit to the United States Nuclear Regulatory Commission (NRC) an annual environmental operating report by the first of May each year. This report describes the implementation of the Environmental Protection Plan during the previous year. The period covered by this report is January 1, 2001 through December 31, 2001.

The Palisades Plant operated for 3,120 hours0.00139 days <br />0.0333 hours <br />1.984127e-4 weeks <br />4.566e-5 months <br /> during 2001, which produced a net total of 2,355,631 MWH. This represents 36.8% of the net demonstrated capacity for 2001.

2.0 ENVIRONMENTAL IMPACT EVALUATIONS Several revisions to procedures and modifications to the facility were evaluated per Palisades Administrative Procedure 4.22, "Non-Radiological Environmental Operating Program" during 2001. Eight procedures or modifications to the facility were reviewed by the Consumers Energy Company Environmental and Technical Services Department for determination of impact on the environment. Four projects required approval from government agencies and two water treatment additives also required approval.

The plant vehicle barrier system was modified to add a series of concrete blocks and jersey barriers along the south shoreline of the plant. This project was permitted by the United States Department of The Army, Corps of Engineers, Detroit District, permit number 95-056-044-4, under the authority of Section 10 of the 1899 River and Harbor Act (33 U.S.C. 403) and the Michigan Department of Environmental Quality (MDEQ) permit number 01-80-0037-P, under the provisions of the Natural Resources and Environmental Protection Act 451, PA 1994, Part 325, Great Lakes Submerged Lands.

Modifications to the plant switchyard required a permit, number 07-1-049, from Van Buren County Soil Erosion & Sedimentation Control. Van Buren County also issued a Soil Erosion & Sedimentation Control permit, number 07-1-045, for the construction of a Dry Fuel Storage Facility on the plant property.

Excavation work and construction of retaining walls near various equipment and buildings at the plant cooling towers were authorized under the provisions of the Natural Resources and Environmental Protection Act 451, PA 1994, Part 353, Sand Dune Protection and Management, permit number 00-80-0020-C.

There were no changes, tests, or experiments that involved an unreviewed environmental question, nor did these projects involve change to the Environmental Protection Plan (EPP).

3.0 ADDITIONAL ACTIVITIES AUTHORIZED UNDER NPDES Water treatment additives, Nalco Dynacool 1383, a scale inhibitor, Nalco 1336, a corrosion inhibitor, and Nalco EVAC, a zebra mussel pesticide, were approved by MDEQ, Great Lakes and Environmental Assessment Section of the Surface Water Quality Division, for use in plant systems.

The Groundwater Remediation System's monitoring wells and extraction wells were properly dismantled and abandoned in October of 2001. The remaining equipment associated with the unit is tentatively scheduled to be disassembled during 2002.

4.0 UNUSUAL ENVIRONMENTAL EVENTS No unusual environmental events, as defined in Appendix B, occurred throughout 2001.

5.0 ENVIRONMENTAL MONITORING Documentation of the effect of the cooling tower operation on meteorological variables was required for two years following the conversion from the once-through cooling system to the cooling towers and is no longer required. The cooling towers have been in operation for 27 years, and during 2001, meteorological monitoring and other activities related to the cooling towers did not occur.

Final results of the Palisades Cooling Water Intake Study, required per NPDES permit M10001457, were submitted to MDEQ on January 31, 2001. This study, which concluded there is minimal impact to the fisheries, determined the quantitative fish mortality due to fish entrainment and impingement.

Herbicides were not applied to the transmission line or exit corridor during 2001. Other areas on the Palisades property were treated for vegetative management during 2001 by Rose Exterminator Company. The application of herbicides is documented in the Enclosure.

6.0 NON ROUTINE REPORTS During 2001, no Non-Routine Reports were generated.
