Dear Sir:
Enclosed is the Physical Security Plan, Revision 23, which is being submitted in accordance with 10 CFR 50.4(b)(4). In accordance with the requirements of 10 CFR 50.54(p), the changes incorporated into this revision were evaluated and determined not to decrease the safeguards effectiveness of the plan. Enclosure 1 provides the changes being submitted as Revision 23 to the Physical Security Plan, including a "Summary of Changes" detailing the changes incorporated. The Physical Security Plan is being revised to reflect changes resulting from the deletion of the administrative separation between Indian Point Unit 2 and Unit 3 because the units are now owned and operated by Entergy. contains SAFEGUARDS INFORMATION and should be controlled pursuant to 10 CFR 73.21. This letter transmits SAFEGUARDS INFORMATION and should be controlled in accordance with 10 CFR 73.21, unless separated from the enclosures.
