LICENSE RENEWAL SUPPLEMENTAL SAFETY EVALUATION REPORT FOR TURKEY POINT NUCLEAR PLANT, UNITS 3 AND 4

Dear Mr. Stall:

By a letter dated September 8, 2000, Florida Power and Light Company (FPL), submitted an application to the U.S. Nuclear Regulatory Commission (NRC) for renewal of the operating licenses for Turkey Point, Units 3 and 4, for an additional 20 years. The NRC staff reviewed the Turkey Point license renewal application (LRA) for compliance with the requirements of Title 10 of the Code of Federal Regulations, Part 54 (10 CFR Part 54), Requirements for Renewal of Operating Licenses for Nuclear Power Plants, and prepared a safety evaluation report (SER) to document its findings. The final SER was issued on February 27, 2002.

The staffs position on the scoping of equipment relied on to meet the requirements of the Station Blackout (SBO) Rule (10 CFR 50.63) for license renewal was issued on April 1, 2002.

FPL responded to the staffs position on SBO by letter dated April 19, 2002. The enclosed supplemental SER summarizes the staffs review of the FPLs response to the staffs position on compliance with the SBO rule, as it relates to the scoping and aging management reviews of structures and components for license renewal. The staff is in the final phase of review of the Turkey Point LRA. The Commission paper with staffs recommendation is currently scheduled for May 17, 2002.
