SUBJECT:

MINUTES OF INTERNAL MEETING OF THE DAVIS-BESSE NUCLEAR POWER STATION IMC 0350 PANEL The implementation of the IMC 0350 process for the Davis-Besse Nuclear Power Station was announced on April 29, 2002. The first internal panel meeting was held April 30 to discuss the draft panel charter and initial panel meeting with the licensee. Attached for your information are the minutes from the April 30, 2002, internal meeting of the IMC 0350 panel.

Internal IMC 0350 Restart Panel Meeting Davis-Besse Nuclear Power Station DATE:

1.

Discussion and approval of Charter The panel membership proposed in the draft panel charter was reviewed and agreed upon. The draft panel charter was reviewed and discussed. The charter will be revised and distributed for approval at the internal panel meeting scheduled for Thursday, May 2.

2.

Discuss or review Process Plan, if ready Not discussed. A draft Process Plan will be provided for review at the May 2 meeting.

3.

Status of Site Activities The status of site activities was discussed. Mr. Grobe requested that the resident inspectors keep the panel informed of the ongoing extent of condition reviews performed by the licensee. These issues will be discussed during the weekly internal panel meetings. Also, the panel discussed having someone from the Division of Engineering participate in the May 2 panel meeting to discuss the status of quarantine/repair activities and going forward plans related to the mock-up.

Risk assessment activities were discussed. RIII is writing a TIA to request assistance in performing a risk assessment. After the TIA is written, the region will send the questions received from NRR on the licensees safety/risk evaluation to the licensee.

The panel will add items to the process plan regarding the panels involvement in reviewing the risk assessment activities.

Near Term necessary Agency activities (4 weeks)

A.

Inspections Plans for inspection of repair activities were discussed. RIII and NRR will have a phone call next week to determine which activities need to be observed, particularly related to the mock-up activities. The panel determined that mock-up activities observations will not be inspections and can be documented using trip reports.

Other inspection planning issues were discussed. The current Davis-Besse inspection plan will be distributed to the panel for Thursdays meeting.

B.

Meetings The initial 0350 meeting with the licensee was discussed. Proposed dates are May 9 or 10 at a location near the site.

5.

Review/discuss Communications Plan This item was not discussed.

6.

Discuss how to handle public or staff comments, questions, allegations, and concerns received by phone, fax, letter, email, or at public meetings.

7.

Assess available Davis-Besse information (PI data, inspection findings, etc.) for the last assessment cycle.
