SUBJECT:

PUBLIC EXIT MEETING WITH FLORIDA POWER AND LIGHT COMPANY ON THE SCOPING METHODOLOGY AUDIT FOR ST. LUCIE UNITS 1 AND 2 LICENSE RENEWAL APPLICATION The staff of the Nuclear Regulatory Commission held a public meeting on April 18, 2002, at the Florida Power and Light Company (FPL) Energy Encounter, 6501 South Ocean Drive, Jensen Beach, Florida. The purpose of the meeting was to present the preliminary results of the staffs audit of the scoping and screening methodology used to develop the St. Lucie Units 1 and 2 license renewal application. The list of attendees is attached.

Mr. Richard McIntyre, NRC, summarized the purpose of the audit and the material reviewed.

He identified two requests for additional information and a confirmatory issue. The requests for additional information pertained to the recently issued staff interim guidance on:

Evaluating non-safety-related structures and components located near safety-related components to determine which additional structures or components meet the 10 CFR 54.4(a)(2) license renewal scoping criteria.

2.

Evaluating, in the context of the station blackout rule, what portion of the offsite power system are within the scope of license renewal.

The confirmatory issue pertained to including a statement in the supplemental Updated Final Safety Analysis Report that license renewal activities would conform to 10 CFR Part 50 Appendix B, Quality Assurance Criteria for Nuclear Power Plants and Fuel Reprocessing Plants. Mr. McIntyre concluded that the scoping and screening methodology appeared to be consistent with 10 CFR Part 54, Requirements for Renewal of Operating Licenses for Nuclear Power Plants.

Prior to issuance, the staff provided a draft of this meeting summary to the applicant for comment.
