Equipment and Human Performance Branch Request for Additional Information

1. What is the minimum amount of time allowable for an individual to realign the valves to their operational positions in the event of an EFW were to occur while performing this surveillance test?
2. What is the basis for determining that an individual can successfully and reliably accomplish the required actions in the minimum allowable time under conditions that simulate the real event? For example, during an EFW event, are there harsh environmental factors such as radiation, excessive heat, noise, etc., that would hamper an individual from performing the required manual valve realignment and, if there are impediments, have they been considered in determining whether a dedicated individual can perform the required actions?
3. Also, please clarify: Are the EFV-30 control valves realigned from the main control room or from local control stations? If they are realigned from local control stations, where are the local control stations located in relation to the other valve in the flow path? How much time is required for an individual to go from the local control station to the other valve and, how much time and effort are required for an individual to manually realign the isolation valve?
4. Re: Attachment 3 ((LCA) #286, dated December 6, 2000), page 2/20, item #4a.(1)...and the word dedicated is changed to designated. The December 6, 2000, submittal is correct and should be used. The term, designated is appropriate to describe the qualified individual who will be responsible for realigning the valves in case of an EFW occurring during performance of the surveillance test (i.e., see explanation accompanying item
  1. 4a.(1), page 2/20, and additional information provided on pages 14/20 and 15/20.
