- Pat, The FCU leakage resulted in containment floor and reactor vessel pit flooding occurred on October 17, 1980. The following NRC actions were taken:
- 1. Inspection report 50-247/80-19 issues several severity level III violations in the areas of failure to notify NRC, failure of management control to prevent events, and failure to utilize shift technical advisors resulted in a 185,000 fine.
- 2. Generic Communications issued at the time included:
-Information Notice 80-37, Containment Cooler Leaks and Reactor Cavity Flooding at IP2 (10/24/80)
-IE Bulletin 80-24, Prevention of Damage to Water Leakage Inside Containment (10/17/80 IP2 Event)
- 3. Commision Briefing from NRC staff concerning enforcement actions associated with Con Edison on December 10, 1980
- 4. US NRC vs. Consolidated Edison Docket No. 81 Civ. 4347 "Con Edison vigorously contested the NRC claims of liability for civil penalties, bused upon erroneous applications of NRC regulations and lack of clairty of the interim enforcement policy. Settlement reached to reduce civil penalty from 210,000 to 185,000.
SRECENT NRC INSPECTION REPORT ON CONTAINMENT LINER DEGRADATION:
NRC Inspection report 2000-03 detail M2.1 documents containment liner degradation. Con Edison "entered a number of condition reports for repair: 200001209, 1731, 1652, 2024. The corrosion of the liner was due to moisture barrier seals missing or deteriorated which allowed extended wetting of the liner with borated water. The UT results of the liner were accepable. The mesurements of the 1/2 inch liner worst case was at.360 inch. Wall thicknesses at.25 inch at this location were evaluated by Ratheon to be acceptable.
