EPRI REPORT TR-113594, RESOLUTION OF GENERIC LETTER 96-06 WATERHAMMER ISSUES, VOLUMES 1 AND 2

Dear Mr. Stall:

Generic Letter (GL) 96-06, Assurance of Equipment Operability and Containment Integrity During Design-Basis Accident Conditions, dated September 30, 1996, requested that licensees evaluate (among other things) waterhammer and two-phase flow concerns associated with containment air cooler cooling water systems. Your remaining actions to fully address these concerns for the St. Lucie Plant, Units 1 and 2, were deferred pending U. S. Nuclear Regulatory Commission (NRC) review and approval of the Electric Power Research Institute (EPRI) Report TR-113594, Resolution of Generic Letter 96-06 Waterhammer Issues, Volumes 1 and 2. The purpose of this letter is to inform you that we have completed our review, and we have determined that use of EPRI Report TR-113594 for evaluating the GL 96-06 waterhammer issues is acceptable to the extent specified and within the limitations delineated in the report and NRC safety evaluation. We request that you complete your actions to address GL 96-06 and submit the information referred to in Section 3.3 of the NRC safety evaluation by July 30, 2002. Please contact us to make alternate arrangements if you are unable to meet this schedule. A copy of our April 3, 2002, acceptance letter to EPRI, which includes the NRC safety evaluation, is enclosed for your information.
