PALISADES PLANT - EPRI REPORT TR-113594, RESOLUTION OF GENERIC LETTER 96-06 WATERHAMMER ISSUES, VOLUMES 1 AND 2 (TAC NO. M96844)
Dear Mr. Cooper:
Generic Letter (GL) 96-06, Assurance of Equipment Operability and Containment Integrity During Design-Basis Accident Conditions, dated September 30, 1996, requested that licensees evaluate (among other things) waterhammer and two-phase flow concerns associated with containment air cooler cooling water systems. As discussed in a letter dated August 26, 1998, the remaining actions to fully address these concerns for the Palisades Plant were deferred pending Nuclear Regulatory Commission (NRC) review and approval of EPRI Report TR-113594, Resolution of Generic Letter 96-06 Waterhammer Issues, Volumes 1 and 2.
The purpose of this letter is to inform you that we have completed our review of EPRI Report TR-113594, and we have determined that its use for evaluating the GL 96-06 waterhammer issues is acceptable to the extent specified and within the limitations delineated in the report and NRC safety evaluation. A copy of our April 3, 2002, acceptance letter to EPRI, which includes the NRC safety evaluation, is enclosed for your information.
We request that you complete your actions to address GL 96-06 for the Palisades Plant and submit the information referred to in Section 3.3 of the NRC safety evaluation by July 30, 2002.
