Dear Mr. Chairman:
I write to express my grave concern over the report in todays press that a Fox reporter spent 20 minutes flying over the Indian Point nuclear plant in Westchester. According to the article, no attempt was made to stop or inquire about the flight.
More than 20 million people reside within 50 miles of the Indian Point facility, which is just 24 miles north of New York City, located in Buchanan, New York. Safeguarding our nation's nuclear facilities from terrorist attacks is a key component of our national security and homeland defense, and Indian Point's close proximity to New York City makes it an area of special concern. In order to ensure the health and safety of this region's residents and families, we need to be absolutely certain that we have the highest level of security in place.
I would like an explanation from you regarding today's incident, the potential threat posed by small planes to the plant--including safety systems and spent fuel facilities outside of the containment structure--and proposals on how these threats can be minimized. Due to the nature of this incident and the high level of concern, I would appreciate receiving your response as soon as possible, but no later than April 25, 2002.
For your information, I am writing a similar letter to FAA Administrator Garvey.
