Dear Mr. Collins:
Since my letter to you dated August 8, 2001, your staff have approved the exemption requests from Three Mile Island Unit 1 and Turkey Point Units 3 and 4 concerning hydrogen control for design basis accidents.
As an interested and involved outsider following the NRC approval process to these exemption requests, I recognize that the effort of the NRC staff with respect to these requests was a collective effort involving a number of individuals inside your Office and other NRC organizations. However, I wish to call to your attention the effort of Ms.
Suzanne Black. It is my opinion that without the intervention of Ms. Black in this process, the outcome would not have been as satisfactory to all.
The exemption requests were approved in a fashion such that the nuclear units do not have any outstanding issues for resolution. The approval caused three nuclear units in the USA to have less risk to public health and safety, to be more efficient in the production of electricity, and hopefully to be in agreement with forthcoming changes to the NRC regulations on hydrogen control. I believe Ms. Black had a large hand in this satisfactory outcome.
