LIMERICK GENERATING STATION, UNIT NO. 2 - CORRECTION TO AMENDMENT NO. 63 (TAC NOS. M90378 AND M90509)
Dear Mr. Skolds:
On March 12, 2002, Exelon Generation Company (EGC), LLC, notified the U.S. Nuclear Regulatory Commission (NRC) staff by telephone of an error on page 3/4 3-61 of the Technical Specifications (TSs) for the Limerick Generating Station (LGS), Unit 2. On March 13, 2002, EGC discussed the history of the error in an e-mail to the NRC staff, which is summarized in the following paragraphs.
On August 27, 1993, the previous licensee (PECO Energy Company), requested changes to the LGS Units 1 and 2 TSs to reflect an expanded operating domain resulting from the proposed implementation of the Average Power Range Monitor - Rod Block Monitor Technical Specifications/Maximum Extended Load Line Limit Analysis (ARTS/MELLLA). Among other things, the licensee requested that the surveillance frequency of the Rod Block Monitor upscale and downscale trip function channel calibration be changed from semi-annual (SA) to each refueling outage (ERO). This information was located on TS page 3/4 3-61 for each unit. The licensee requested that, if approved, the implementation of the change be made on a plant-specific schedule; January 1994 for LGS Unit 1 and February 1995 for LGS Unit 2. On February 10, 1994, the NRC staff approved the amendment for LGS Unit 1 and stated in that letter that the approval for the LGS Unit 2 amendment would be delayed until the licensee was ready to implement the change to preclude any confusion that may occur when an amendment is approved but not promptly implemented.
On August 22, 1994, the licensee submitted a license amendment application for various changes to the LGS Units 1 and 2 TSs. One change, 94-33-0, affected control rod block instrumentation and modified information on TS page 3/4 3-61 for both units. At the time of the request, the NRC staff had not approved the ARTS/MELLA amendment for LGS Unit 2, therefore, the LGS Unit 2 TS page 3/4 3-61 included in August 22, 1994, license amendment application reflected the then-current surveillance frequency of SA for the Rod Block Monitor upscale and downscale trip function channel calibration.
On January 27, 1995, the NRC staff approved Amendment No. 48 to the LGS Unit 2 TSs, incorporating the ARTS/MELLLA amendment and changing the surveillance frequency of the Rod Block Monitor upscale and downscale trip function channel calibration from SA to ERO on LGS Unit 2 TS page 3/4 3-61.
J. Skolds On July 18, 1995, the NRC staff approved Amendment No. 63 to the LGS Unit 2, Facility Operating License No. NPF-85, incorporating, among other things, change request 94-33-0 for the control rod block instrumentation which affected LGS Unit 2 TS page 3/4 3-61. In this amendment, the August 22, 1994, version of LGS Unit 2 TS page 3/4 3-61 was used. This version of the page did not reflect the changes to the Rod Block Monitor upscale and downscale trip function channel calibration that the NRC staff approved for Unit 2 on January 27, 1995. As a result, the channel calibration surveillance frequency for the Rod Block Monitor upscale and downscale trip function was inadvertently changed from ERO back to SA.
No other parts of LGS Unit 2 TS page 3/4 3-61 were affected by this error.
I have enclosed a copy of the corrected LGS Unit 2 TS page 3/4 3-61 that reflects changes from all previous amendments. Please update your copy of the LGS Unit 2 TSs with this corrected page.
