April 3, 2002 MEMORANDUM TO: Richard P. Correia, Chief, Section 2 Project Directorate II Division of Licensing Project Management, NRR FROM:
Kahtan N. Jabbour, Sr. Project Manager, Section 2/RA/
Project Directorate II Division of Licensing Project Management, NRR
SUBJECT:
SUMMARY
OF TELEPHONE CONFERENCE CALL WITH FLORIDA POWER AND LIGHT COMPANY REGARDING THE INSPECTION OF THE REACTOR VESSEL HEAD AT TURKEY POINT PLANT, UNIT 4 On March 29, 2002, the U.S. Nuclear Regulatory Commission staff held a telephone conference call (telecon) with the staff of Florida Power and Light Company (FPL or the licensee) to discuss the findings from the reactor pressure vessel head inspection conducted during the current refueling outage at Turkey Point Unit 4. This telecon was a follow-up to the March 22, 2002, telecon which covered FPLs planned inspection for this refueling outage. The participants in the telecon were: Craig Mowrey, Andy Zielonka, Olga Hanek, Steve Collard, John Manso and Rudy Gil from FPL, and Ken Karwoski, Roger Reyes and Kahtan Jabbour from NRC.
The licensees staff stated they have performed a qualified visual inspection of 100 percent of the nozzle penetrations. They did not find any leaks. Also, they have inspected the general condition of the head and found no evidence of boric acid; however, they found a white spot near penetration 61 which they attributed to tape adhesive based on a chemical sample.
At the end of the conference call, the NRC staff stated that this telecon will be summarized, and the summary will be placed in the docket file and on the web.
