MEETING WITH STRATEGIC TEAMING AND RESOURCE SHARING -
INTEGRATED REGULATORY AFFAIRS GROUP FOR THE LICENSEES OF CALLAWAY, COMANCHE PEAK, DIABLO CANYON, PALO VERDE, SOUTH TEXAS, AND WOLF CREEK A meeting was held on Tuesday, March 5, 2002, between the Nuclear Regulatory Commission (NRC) staff and the licensees for the Callaway Plant, Comanche Peak Steam Electric Station (Units 1 and 2), Diablo Canyon Power Plant (Units 1 and 2), Palo Verde Nuclear Generating Station (Units 1, 2, and 3), South Texas Project Electric Generating Station (Units 1 and 2), and Wolf Creek Generating Station. The meeting was held at the request of the licensees to inform the NRC about the current activities of the Strategic Teaming And Resource Sharing -
Integrated Regulatory Affairs Group (STARS-IRAG), which is comprised of the licensees, and to discuss the lessons learned from the common STARS-IRAG submittals that have been submitted. The STARS-IRAG is a group within STARS to interact with the staff on common regulatory affairs for the facilities. The notice for the meeting was issued on February 21, 2002. is the list of attendees. The agenda for the meeting was an attachment to the meeting notice, and is given in Attachment 2. In Attachment 3, the staff provided a handout on the hours charged the five licensees that submitted the common risk-informed inservice inspect (RI-ISI) relief requests for Callaway, Comanche Peak, Diablo Canyon, South Texas, and Wolf Creek. Attachment 4 is the handout provided by the licensee at the meeting. There was no discussion of the technical issues for any licensing actions under current staff review for any of the above facilities.
The background of STARS and STARS-IRAG presented at the meeting is given on pages 2 and 3, respectively, of Attachment 4. The current IRAG activities are listed on page 4. The licensees stated that centers of excellence, listed on page 6, have been developed in the staffs at the plant sites. The current STARS and IRAG projects and IRAG strategic goals, which are separate from licensing actions, are listed on pages 5, 7, and 9. Information is shared among the licensees through enhanced communications, which is presented on page 8.
The goal of STARS-IRAG is to reduce the overall costs of licensing actions to the licensees by the sharing of licensee resources in the coordination and development of common licensing action submittals to the staff. This is addressed in the slides on pages 10 through 14 of. The list of past common submittals is on pages 10 and 11. Slides of projected common licensing action submittals is given on pages 12 and 13. The estimate by STARS of the savings to the licensees because of the common licensing action submittals is given on page 14. The only three common licensing actions that have been, or are essentially completed by the date of the meeting are the elimination of the postaccident sampling system (PASS) license amendment, the RI-ISI relief request, and the implementation of the 10 CFR 50.59 Rule change (50.59 Rule) license amendment. The discussion on the RI-ISI relief requests included the hours charged by the NRC staff to each licensee in Attachment 3.
The meeting ended with a discussion between the NRC staff and the licensees on the lessons learned from the common STARS submittals that have been submitted to date. No decisions were made based on this discussion.
The licensees completed their presentation and the meeting was closed.
