Outfall 107 - Metal Cleaning Waste Ponds Out of Limit Iron Due to excessive amounts of rainfall at Sequoyah Nuclear Plant in January 2002,-(2.55 inches on 1/19/02 and 2.23 inches on 1/24/02), the Metal Cleaning Waste Ponds levels were full of water and in danger of overflowing. The procedure (0-PI-ENV-000-016.A) to pump. the unlined metal cleaning waste pond was initiated on 1/23102. Prerelease non NPDES samples were collected on 1/28/02 for oil -and grease (O&G), total suspended solids (TSS), iron (Fe), copper
-(Cu), and pH.

1/301021 1/28/02 11333 Analyzed 0917 1130 0834 0943 Prior to releasing the Unlined Metal Cleaning Waste Pond (UMCWP) on 2/1/02, a pH sample was collected to verify that the pH was within permit limits. The pH results were greater than the 9.0 NPDES permit limit. Since the permit allows -neutralization to adjust the pond pH-to below 9.0, 25 gallons of concentrated sulfuric acid was added to the pond. The pH was re sampled with a result of 8.77 on 2/1/02 at 0829. Pumping of the UMCWP was then initiated on 2/1/02. A "Beginning of Release" oil and grease and pH sample were collected on 2/1/02 at 0820, and composite sampling for iron, copper, and total suspended solids was initiated.
Composite sampling (equal volume samples collected every hour) continued for the duration of the release of the pond. The composite sample collected was split, one sample was sent to the TVA Environmental Chemistry Lab for total suspended solids (TSS), oil and grease. (O&G),
iron (Fe), and copper (Cu) analysis, the other was held at Sequoyah as a backup sample. This sampling process was repeated on 2/2/02, 2/4/02, 2/5/02, 2/6/02, 2/7/02'and 2/8/02.
The results of the samples for the release event were:

For this release event, the iron limit was exceeded for the last five of the seven days of the release. No other parameters were exceeded. The probable cause of the iron concentration being above the limit is a combination of the excessive amount of rainfall prior to release of the pond (storm water iron concentrations routinely are above 1 mg/I at Sequoyah) and the addition of the sulfuric acid to neutralize the pond. No metal cleaning wastes have been added to this pond in the past seven years which would also support the conclusion that the iron was primarily due to storm water runoff. The pre-release sample gave no indication that irorn was
.close to exceeding the permit limits. As required by the permit, all release analyses were "performed after the release had commenced; therefore, the iron permit exceedence would not have been detected in time. As soon as the out of limit iron results were known, the release of the unlined metal cleaning waste pond was terminated.
Corrective Actions:
Sequoyah is performing a root cause analysis of this problem. A letter will be sent at a later date detailing our corrective actions.
Impact to the environment:
No detectable impact to the environment is expected from this event since release of the UMCWP was to the Low Volume Waste Treatment Pond (LVWTP) which then is released to the Diffuser Pond. This amount of dilution -prior to reaching the waters of the U.S.(Tennessee River) was such that any iron concentration would be insignificant. The storm water iron limit for Sector 0 under the Tennessee Storm Water Multi-Sector General Permit for Industrial Activities is 5 mg/i. The iron concentration released by this event was less than 2 mg/l.
