RESPONSE TO LETTER REGARDING THE CALLAWAY AUGMENTED INSPECTION TEAM FINDINGS Thank you for your letter dated March 7, 2002, regarding the preliminary augmented inspection team findings presented at the Callaway Plant public exiting meeting on February 27, 2002.

Messrs. Dale Powers and Troy Pruett discussed the questions in the letter with you via telephone on March 12, 2002.

The answers to the majority of the questions are addressed in NRC Inspection Report 50-483/2002-07, issued on March 21, 2002. Three of the other questions were discussed with you on March 12, 2002. The first question involved who identified the root causes of the event. The licensee identified the root causes associated with the event. The NRC inspectors independently verified that the licensees determination of the root causes was appropriate. The second question involved the divers reaction to the discovery of foam in the condensate storage tank. You indicated that this was a rhetorical question and did not require a response from the NRC. The third question involved the suitability of polyurethane foam as a diaphragm seal. The NRC inspectors determined that the use of polyurethane foam was appropriate provided the licensee also implemented an inspection program to periodically assess the condition of the material.
