50-311 Request for Change to Technical Specifications (TS)

"One Time Extension to Increase the Interval of the Integrated Leak Rate Test from Ten to Fifteen Years" LCR S02-01 On January 17,

2002, PSEG Nuclear LLC (PSEG) submitted to the U.S.

Nuclear Regulatory Commission (NRC) the subject request for a

one-time revision to Technical Specification (TS) 6.8.4.f "Primary Containment Leakage Rate Testing Program".

PSEG evaluated the proposed change

and, based on Salem-2 previous successful leak rate testsk and NRC and industry studies, stated that the one-time change request extending the ten-year maximum test interval to up to twenty years would lead to an imperceptible increase in public health and safety risk.

In addition, the NRC had approved similar requests for extensions from ten to fifteen years at other plants.

The New Jersey Department of Environmental Protection (NJ DEP)

Bureau of Nuclear Engineering (BNE) staff has reviewed the subject change request, per requirements of 10 CFR 50.91(b),

and has no comments.
