Dear Ladies and Gentlemen:
By letter dated February 25, 2002, Southern Nuclear Operating Company (SNC) received the subject Order for Interim Safeguards and Security Compensatory Measures. SNC recognizes the modifications that this Order Sections III. B and III. C have made to the Operating Licenses for the Vogtle Electric Generating Plant (VEGP). In accordance with the Order and 10 CFR 50.4, SNC is submitting herein its Response to the Order for VEGP within the requisite twenty days'. As reflected in the attached response, the twenty days allotted for the response required by Sections III. B and III. C of the Order have not been adequate for the completion of all the evaluation and analysis necessary for SNC to fully address all of the issues requiring a response. In accordance with the authority of the Director, Office of Nuclear Reactor Regulation (NRR) to "relax or rescind any of the... conditions" set forth in Section III of the Order upon a showing of good cause, SNC requests permission to supplement its response as appropriate upon completion of these evaluations and analyses.
As presented in the Order, SNC has voluntarily and responsibly implemented significant additional security measures following the events of September 11, 2001. SNC recognizes the need for increased security awareness and augmented action in the present generalized

SNC's Answer is incorporated by reference in this Response. In addition SNC has requested an extension of time in which to answer and to request a hearing relative to the Order pursuant to a letter dated March 18, 2002 from me to Samuel J. Collins Director, NRR.

SNC will continue to meet the objectives of Security Level III described in NRC Information Notice 98-35, and maintain the effectiveness of existing security measures taken in response to the events of September 11,2001.
