SUMMARY

OF MEETING BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION (NRC) STAFF AND OMAHA PUBLIC POWER DISTRICT REPRESENTATIVES TO DISCUSS THE FORT CALHOUN STATION, UNIT 1 LICENSE RENEWAL APPLICATION On February 13, 2002, the NRC staff met with members of the Omaha Public Power District (OPPD) in a public meeting to discuss the license renewal application (LRA) for the Fort Calhoun Station, Unit 1 (FCS). The list of attendees is provided in Attachment 1. Also attached are the meeting agenda (Attachment 2) and handouts provided by the applicant during the meeting (Attachment 3).

OPPD provided an overview of the application, including how the revised SRP format was used in developing the LRA, and how the LRA incorporated the lessons learned from the recent Generic Aging Lessons Learned (GALL) demonstration project. OPPD also discussed some of the key terms used in the FCS LRA and how the staff should correlate the terminology to the License Renewal Rule (the Rule) requirements.

With regard to scoping and screening, OPPD explained the methodology used to scope and screen structures, systems, and components to identify those structures and components that are subject to an aging management review (AMR), and gave examples of how these results are documented in the LRA.

OPPD described the process used to compare FCS aging management programs (AMPs) with those credited in the GALL report as to how differences were either justified or reconciled, and how these results were documented in the LRA. OPPD also showed how adequate aging management of structures and components is demonstrated in the LRA. Finally, OPPD discussed current technical issues and how they were addressed in the FCS LRA.

The staff identified four areas of concern relating to the format of the FCS LRA:

Linkage between Section 2 and Section 3 of the LRA The LRA does not provide a clear link between how aging of the structures and components identified in LRA Section 2 is managed for the period of extended operation, as required by the Rule. The staff asked how OPPD expected the staff to reach a reasonable assurance finding without this linkage. OPPD explained that, in accordance with the guidance provided during the GALL demonstration project, this aging management information would be retained at the plant site, and be available for staff review during the scoping and AMR inspections. The staff noted that the SRP does not provide guidance on this issue.

Review of aging management programs applicable to specific materials for structures and components not addressed in GALL Some structure and component materials can be managed through GALL programs even though the structures and components are not specifically addressed in GALL. These materials are identified in the Section 3 tables together with those structures and components specifically addressed in GALL. This may cause some confusion for the reviewers with regard to what extent these structures and components should be reviewed.

FCS AMPs that will be consistent with the GALL AMPs The LRA states that most of the FCS AMPs will be consistent with GALL. The staff questioned why most of the FCS AMPs are not consistent with GALL, and what the nature of the inconsistencies was. OPPD explained that most of the inconsistencies involved small deviations from the GALL AMPs, and that internal processes are in place to resolve them before the end of the current term.

Components in one system group identified in the table for a different system group Some components in a system group are identified in a table for another system group (e.g.,

components in the Engineered Safeguards System group are identified in Auxiliary System tables) because the GALL AMPs that are applicable to the ES system components are also applicable to auxiliary system components. This may cause some confusion for the reviewers.

For each issue, OPPD either provided clarifying information or provided the basis for the information in the LRA.

The applicant also briefly discussed time-limited aging analyses (TLAAs) and stated that the TLAAs are treated in the same way as in previous applications.

OPPDs presentation provided an opportunity for the staff to learn and ask questions about the applicants basis for the LRAs methodology, processes, and results. In addition, the staff was able to communicate to OPPD, issues that arose from its preliminary review of the LRA.

A draft of this meeting summary was provided to the applicant to allow them the opportunity to comment prior to the summary being issued.
