The U.S. Environmental Protection Agency (EPA) reviewed the document entitled "Final Generic Environmental Impact Statement for License Renewal of Nuclear Plants Regarding Turkey Point, Supplement 5, Units 3 and 4," (FGSEIS), pursuant to Section 102(2)(C) of the National Environmental Policy Act (NEPA) and Section 309 of the Clean Air Act. The purpose of this letter is to provide the results of EPA' s review of the FGSEIS.
We appreciate your responses to our comments on the Draft GSEIS, which were included in Appendix A of this FGSEIS. Most of our concerns were addressed. However, based upon the information provided in the FGSEIS, EPA continues to have environmental concerns on some aspects of the proposed project. Specifically, we encourage evaluation of the noise impacts associated with Units 3 and 4 on nearby Biscayne National Park, and encourage your coordination with the National Park Service to achieve consensus on mitigation measures for those impacts.
EPA recognizes that the NRC expects environmental and aesthetic impacts associated with the license renewal to be "small," and that Florida Power and Light (FPL) demonstrated a commitment to environmental restoration in the area by establishing the South Dade Mitigation Bank adjacent to Turkey Point.

Based on the information contained in the FGSEIS, the environmental impacts of continuing or renewing the license for Turkey Point Units 3 and 4 has fewer environmental impacts than the fossil-fuel based power generation alternatives, or the alternative consisting of new nuclear power generation at the Turkey Point site and at an alternate Florida site.
