Attachment 3 Fitness For Duty Summary Management Actions

1. During the six month period ending December 31, 2001, Monticello and Prairie Island conducted 1323 drug and alcohol tests in accordance with 10 CFR Part 26. Monticello and Prairie Island workers subject to random drug and alcohol testing are assigned to one of three pools: Prairie Island, Monticello, and General Office. Random test rates for each pool in 2001 are as follows:

For the semi annual reporting period ending December 31, 2001, thirteen (13) workers were denied nuclear access after testing positive for drugs or alcohol. By test type: two (2) random tests and eleven (11) pre-access tests were positive.

Pre-Access Positives One (1) prospective Excel employee tested positive for alcohol.

One (1) prospective Excel employee tested positive for amphetamines.

Five (5) prospective Excel employees tested positive for marijuana.

One (1) prospective Excel employee refused to be tested.

One (1) contractor employee tested positive for cocaine One (1) contractor employee tested positive for marijuana.

One (1) contractor employee refused to be tested.

The individuals listed above were denied access to NMC nuclear facilities.

Random Positives One (1) licensee employee tested positive for cocaine.

One (1) contractor employee tested positive for marijuana.

The individuals listed above were denied access to NMC nuclear facilities.

2. For the semi-annual period referenced herein all blind specimens submitted to Monticello and Prairie Island's HHS-certified laboratory yielded expected results.
3. NMC has analyzed program performance data for the six month period ending December 31, 2001, and has revised existing FFD procedures to incorporate enhancements as indicated by the analysis.
4. Monticello and Prairie Island continue to test for marijuana metabolites using an initial cutoff level of 50 ng/ml. This change was initiated on September 1, 1994 and communicated to the NRC by letter dated September 22, 1994.

1323 drug tests were performed for the six month period ended December 31, 2001, under the lower initial cut-off level for marijuana as discussed above. A breakdown by worker type and quantification of the marijuana positives for the reporting period are as follows:
