SUMMARY
10 CFR 26.71(d) REQUIREMENTS FOR JULY 01, 2001 - DECEMBER 31, 2001 MANAGEMENT ACTIONS A.
Positive Test Results:
There were no confirmed positive test results during this reporting period.
There was one Refusal to Test during this reporting period. The result and subsequent management actions can be categorized as follows:
Refusal to Test:
There was one short -term employee who refused to be tested on a For-Cause test. This individual's unescorted access authorization was permanently revoked and employment was terminated.
B.
Split Samples:
No split samples were shipped to the back-up laboratory for testing during this reporting period.
C.
For-Cause Tests:
There were two For-Cause tests conducted during this reporting period. One test resulted from a permanent employee following inadequate procedural adherence. This individual tested negative.
There was one For-Cause test attempted on a short-term contractor for observed behavior. This individual refused to test and this individual's unescorted access authorization and employment were permanently revoked.

DATA ANALYSIS A.
Random Testing:
There were 229 random tests conducted during this reporting period with no confirmed positive tests. This constitutes a positive random test rate of 0%.
There were 457 random tests conducted in 2001 with an average population of 896, resulting in an annual random testing rate of 51%.
There were 28 random collections performed on backshift, weekends, and holidays during this reporting period.
B.
Lower Cut-off Levels:
The lower cut-off level for marijuana resulted in no confirmed positive tests.
C.
Blind Performance Testing:
During the third quarter of 2001, there were 170 genuine specimens and 20 blind performance test specimens submitted to the primary testing laboratory, which constitutes a blind performance test rate of 11.76%. In the fourth quarter of 2001, there were 151 genuine specimens and 20 blind performance test specimens submitted to the primary testing laboratory, which constitutes a blind performance test rate of 13.25%.
During the third quarter of 2001, there were no genuine specimens and 5 blind performance test specimens submitted to the back-up laboratory.
During the fourth quarter of 2001, there were no genuine specimens and no blind performance specimens submitted to the back-up laboratory for testing.
In both quarters, the percentage of positive and negative blind performance specimens submitted was 20% and 80%, respectively. All drugs tested by our program were included in the positive specimens. There were no discrepant test results.
D.
Population Groups:
One short-term contractor was responsible for a Refusal to Test after being identified for a For-Cause Test. This individual's unescorted access and employment were terminated.

Contractor/Vendor Programs:
There were no pre-access tests conducted by contractors/vendors with approved fitness for duty programs during this reporting period.
REPORTABLE EVENTS There were no reportable events during this reporting period.
SUMMARY
In conclusion, as a result of the low rate of substance abuse among personnel enrolled at the V. C. Summer Nuclear Station, SCE&G maintains an effective Fitness for Duty Program. Providing a work environment free from the effects of drugs and alcohol remains a high priority for SCE&G.
