APPLICATION FROM THE OMAHA PUBLIC POWER DISTRICT FOR RENEWAL OF THE OPERATING LICENSE FOR FORT CALHOUN STATION, UNIT 1
Dear Mr. Ridenoure:
By letter dated January 9, 2002, the staff of the U.S. Nuclear Regulatory Commission (NRC) received your application for renewal of Operating License DPR-40 for Fort Calhoun Station, Unit 1 (FCS). Notice of receipt of this application was published in the Federal Register on February 12, 2002 (67 FR 6551).
The FCS License Renewal Application (LRA) was prepared with format and content compatible with NUREG-1800, Standard Review Plan for the Review of License Renewal Applications for Nuclear Power Plants, published July 2001. The LRA contains extensive references to NUREG-1801, Generic Aging Lessons Learned (GALL) Report, published July 2001. The format and content of the FCS LRA were based on agreements reached by the NRC, participating licensees, and NEI during the GALL Demonstration Project. The goal of this project was to create a model application that meets all regulatory requirements, while providing increased efficiencies during NRC review through consistency with NUREG-1800. It was recognized by all project participants that some information provided in previous applications was not included in the model, but would be placed on-site for verification by NRC inspectors.
The FCS LRA is the first application based on the GALL Demonstration Project model.
The staff has found that the LRA format and content are consistent with that agreed to by participants in the GALL Demonstration Project. However, due to the limited scope of the GALL demonstration project, you and the NRC staff have agreed that some of the on-site information should be included in the LRA to demonstrate that, for structures and components subject to an aging management review, the effects of aging will be adequately managed so that the intended functions will be maintained consistent with the current licensing basis for the period of extended operation. Accordingly, you have agreed to provide this additional information by April 5, 2002. This enhancement of the application is considered an additional lesson learned from the GALL Demonstration Project and will be incorporated in a future revision of NUREG-1800.
