Enclosed for your information is the synopsis of the Nuclear Regulatory Commission (NRC)
Office of Investigations (OI) completed report regarding alleged falsification of quality assurance records regarding performance of an Appendix R Lighting Surveillance, and subsequent alleged management coverup of the falsification. OI did not substantiate that quality assurance records were falsified or that management attempted to cover up the alleged falsification.
Based on the OI activity described in the synopsis, we plan no further action with regard to this matter. Should you have any questions concerning this letter, please contact us.

SYNOPSIS The Office of Investigations (OI), U.S. Nuclear Regulatory Commission (NRC), Region II (RII),
initiated this investigation on March 16, 2001, after a Turkey Point Nuclear Plant electrician alleged an electrical maintenance foreman falsified quality assurance records regarding performance of Appendix R Lighting Surveillance. The electrician further alleged that licensee management attempted to cover up the falsification.
Investigation disclosed the underlying issue had been previously identified and investigated by licensee through their employee concerns "Speakout" program. Licensee immediately reported the issue to the NRC. Upon interview, the alleger retracted the claim that licensee management attempted to cover up the falsification, but voiced the concern that licensee took insufficient corrective action against the foreman.
OI did not substantiate that licensee falsified quality assurance records or attempted to cover up the alleged falsification. OI defers to the RII staff regarding the appropriateness of licensees corrective action.
