Limerick Nuclear Plant, Limerick Township, Pennsylvania Gentlemen:

I am with the Pennsylvania Department of Environmental Protection. For the past year we have been reviewing plans to construct a 500 MW combined cycle power plant to be located about one-half of a kilometer from the Limerick Nuclear Plant. After the President's State of the Union Address we have been receiving numerous emails concerned the location. The thrust of the concern is that construction of the new plant will make the Limerick Nuclear plant an enhanced target for terrorist attack.

This matter is beyond the scope of the environmental statues we implement.

I have been advised to forward these concerns to you for appropriate action and or comment. Linfield Energy Center Air Quality Permit Application No. PA-46-0203 I am a resident in Limerick Township, Montgomery County. I am writing to you regarding the proposed FP&L power plant in my community. I am urging you to DENY the Air Quality Permit application for Linfield Energy Center based on homeland safety and security.

Last night, Tuesday, January 29, 2002, President Bush announced in his State of the Union address that U.S. forces in Afghanistan found diagrams of American nuclear power plants hidden in terrorist hide-outs. There could be an extreme possibility that Limerick's Nuclear Facility was included in this findings.

The construction of the FP&L power plant 2,000 feet from the current PECO's nuclear facility would greatly enhance terrorist options in attacking the nuclear facility and taking down the power grid. It would create a serious threat to public safety. With such a large number of these merchant plants currently proposed in Pennsylvania since deregulation, there is no need to risk having one built so close to a nuclear facility.

The close proximity of this proposed facility is near the two natural gas pipelines and will be within 100 feet of a water pipeline. This pipeline is a primary water source for the PECO nuclear facility. This is just a disaster waiting to happen.

It is critical for the PA DEP to confer with the Director of Homeland

There is no better time than NOW for the PA DEP to deny the final air quality permit for FP&L's Linfield Energy Center project (Application No.

PA-46-0203).
