JULY-DECEMBER 2001 In accordance with 10 CFR 26.71(d),
enclosed is TVA's FFD Program Performance Data for the six-month period of July 1-December 31, 2001. contains a discussion of recent FFD Program developments and FFD trends since the last reporting period.
Enclosures 2-4 contain the performance data and summary of TVA management actions for TVA's nuclear plant sites (Browns Ferry, Sequoyah, and Watts Bar, respectively). consolidates the data for TVA's Nuclear corporate organization (primarily Chattanooga and Knoxville corporate offices) and Bellefonte Nuclear Plant. includes three FFD events reported to the NRC pursuant to 10 CFR 26.73 during this six-month period.
The random testing rate of drug and alcohol use for the workforce that is subject to random testing is in accordance with the requirements prescribed in 10 CFR 26.24 (a) (2).

FITNESS FOR DUTY (FFD) PERFORMANCE DATA JULY 1-DECEMBER 31, 2001 The following summarizes a matter associated with TVA's FFD Program that occurred during this reporting period:
TVA's "Re-screening of Specimens"
Reference:
TVA's policy to re-screen specimens with a creatinine level less than 20 mg/dl, which was addressed in the February 28, 1997 FFD Performance Report.
Summary TVA Nuclear screened 69 specimens at the lower cutoff for marijuana during this reporting period. There were no positive tests identified from this group.
Page 2 of 2 JULY 1-DECEMBER 31, 2001 TRENDS The confirmed positive test rate for all categories (pre-employment, pre-access, for-cause, post-accident, random, follow-up, and other) for this reporting period was 0.49 percent (15 positive tests) which is 0.13 percent higher than the last reporting period. This 0.13 percent increase in the positive test rate for all categories is primarily attributed to the large increase in pre-access testing associated with Sequoyah Nuclear Plant's (SQN) fall outage (i.e., seven short-term contractor personnel testing positive during "Pre-Access" testing at SQN) and the number of first-time nuclear workers attempting to check in. The rate of random confirmed positives was 0.26 percent (four positive tests) which is 0.08 percent lower than the last reporting period.

SUMMARY
OF MANAGEMENT ACTIONS FOR BROWNS FERRY NUCLEAR PLANT In the random test category, one licensee manager (LM) and one contract supervisor (CS) tested positive.
The LM's unescorted access authorization and the CS' unescorted access were revoked. The LM was removed from site, suspended from work for 14 days and referred to the Employee Assistance Program. The LM did not request a confirmatory blood alcohol test nor an appeal. The LM returned to work during this reporting period and was placed in the follow-up testing program. The CS was removed from site, returned to the contract company, and restricted from TVA Nuclear (TVAN) work for three years. The CS did not request a confirmatory blood alcohol test nor an appeal. Reviews of the LM's and the CS' work were performed with no deficiencies revealed.
Also in the random test category, one contract employee (CE) who had requested unescorted access and was included in the random testing population, but who had not yet been granted unescorted access, tested positive. The CE was denied access, removed from site, returned to the contract company, and restricted from TVAN work for three years. The CE did not request that a split specimen test be performed, nor did the CE request an appeal. Review of the CE's work was deemed unnecessary because the CE had not been granted unescorted access and the CE had not performed any work that could impact nuclear quality or safety.
In the follow-up test category, one licensee employee (LE) tested positive. The LE's unescorted access was revoked. The LE was removed from site and permanently restricted from TVAN work. The LE requested that a split specimen test be performed. The split specimen test reconfirmed the positive test results. The LE did not request an appeal. A review of the LE's work was performed with no deficiencies revealed. The LE was subsequently terminated from employment effective October 19, 2001.

The CEs were denied access, removed from site, returned to the contract company, and restricted from TVA Nuclear (TVAN) work for three years. Four of the CEs requested that a split specimen test be performed. The split specimen tests reconfirmed the positive test results. One of the CEs requested an appeal. The appeal upheld the positive test results.
In the follow-up testing category, one LE tested positive. The LE's unescorted access was revoked. The LE was removed from site and permanently restricted from TVAN work. The LE requested that a split specimen test be performed. The split specimen test reconfirmed the positive test results. The LE requested an appeal.

The CEs were denied access, removed from site, returned to the contract company, and restricted from TVA Nuclear (TVAN) work for three years. Neither of the CEs requested that a split specimen test be performed. Neither CE requested an appeal.
In the random testing category, one licensee foreman (LF) tested positive. The LF's unescorted access was revoked. The LF was suspended from work for 14 days and referred to the Employee Assistance Program.
A review of the LF's work was performed with no deficiencies identified. The LF did not request that a split specimen test be performed. The LF did not request an appeal. The LF was returned to a non-nuclear organization and restricted from TVAN work for three years.
