Nuclear Regulatory Commission Attention: Document Control Desk Washington, DC 20555 South Texas Project Units 1 and 2 Docket No. STN 50-498, STN 50-499 Semiannual Fitness for Duty Program Performance Report for the Second Half of 2001 Pursuant to 10CFR26.71(d), STP Nuclear Operating Company (STPNOC) submits the attached Semiannual Fitness for Duty (FFD) Program Performance Report for the second half of 2001. This report covers the period from July 1, 2001 through December 31, 2001.
STPNOC Quality Assurance Department audited the FFD Program during this performance period. The audit resulted in the identification of one minor deficiency that was documented in the station's Corrective Action Program under Condition Report 01-13364. Blind specimen samples were being submitted to the offsite laboratory, however, the number and type of specimens submitted per quarter did not meet the requirements of 10CFR26, Appendix A.

Attachment NOC-AE-02001262 Page 1 of 2 SOUTH TEXAS PROJECT NUCLEAR OPERATING COMPANY SEMI-ANNUAL FITNESS FOR DUTY PROGRAM PERFORMANCE REPORT July 1, 2001 through December 31, 2001 During the second performance period of 2001, the STPNOC FFD Program conducted a total of 1140 FFD screening tests that resulted in five positive test results. The positives were comprised of short-term contractors whose unescorted access was denied. STPNOC conducted 383 random tests resulting in a random testing rate of 42% of the average annual population with an annual random testing rate of 57%.
STPNOC did not have any 10CFR26.73 reportable events during the performance period.
