Technical Specification Task Force Meeting Summary General Discussion The staff met with the Nuclear Energy Institute Technical Specification Task Force (NEI TSTF) on February 13, 2002. The NEI TSTF provided a draft White Paper on a Revised Process for the Management of the Improved Standard Technical Specifications NUREGs" as well as an updated STS Writers Guide for staff comment.
The next agenda item to be discussed was the status of travelers and addressing NRC staff TSTF specific comments that were previously provided to the NEI TSTF. The status sheet is provided.
The NEI TSTF expressed concern regarding the long term maintenance and production of the iSTS NUREGs and suggested that an alternative approach to maintaining the documents be explored.
There was a general discussion regarding a projected schedule for CLIIPable TSTFs. It was generally agreed that this would be an ideal tool and would consider looking into developing this schedule.
At the last meeting the NEI TSTF requested clarification on a possible Unit Staff Qualifications Specification 5.3.1 update required by RIS 2001-01, on Eligibility of Operator License Applicants. Staff review concluded that the STS NUREGs did not need to be revised as a result of RIS 2001-01.
Tentative meeting dates have be set for June and September, 2002.
Action Items
- The NRC Technical Specifications Section (TSS) staff will review the draft White Paper and Writer's Guide and provide comments to the NEI TSTF.
- The TSS will provide a comprehensive status of TSTFs, including new review assignments.
- The NEI TSTF will provide updates and revisions via cover letter no later than March 2002. In addition, the NEI TSTF will provide a list of TSTF candidates for CLIIP.
- TSS will project tentative Federal Register Notice dates for the TSTF CLIIP packages based on the NEI TSTF CLIIP candidate listing.
- The NEI TSTF and the NRC TSS will jointly work on a process to resolve ongoing issues with Revision 2 to the STS NUREGs.
