Dear Messrs. Martecchini and Tuffy and Ms. Kearney:
I am responding to your request dated October 29, 2001, to help resolve certain emergency preparedness issues. I apologize for the delay in responding. Unfortunately, receipt of your letter was delayed due to the recent problems related to handling mail sent to the Federal government.
The Nuclear Regulatory Commission (NRC) staff has reviewed the issues you raise and, after a telephone conversation with you on January 28, 2002, recommended that your letter be forwarded to the Federal Emergency Management Agency (FEMA). FEMA is responsible for offsite emergency planning and FEMA is the appropriate agency to review State and local government emergency plans and determine whether the plans meet regulatory requirements.
The staff has forwarded your letter to FEMA and FEMA has agreed to respond directly to you. If you have any questions, the contact at FEMA is Ms. Vanessa E. Quinn, Chief, Radiological Emergency Preparedness Branch, at (202) 646-3664.
