Petition for Rulemaking filed by Three Mile Island Alert [Vol. 66,FR 55603, November 2,2001]

Dear Ms. Vietta-Cook:

My name is George J. Giangi , Conewago Township Emergency Management Coordinator in Dauphin County, Pennsylvania. I have held this position for over 15 years. As you may know this Township is within the 10 Mile Emergency Planning Zone of the Three Mile Island nuclear power plant. '* - 1' In response to the above referenced petition for rulemaking filed by TMI Alert I do not support it. Placing a guard at the entrance of the plant serves little or no good at all. This would only impede the ingress and egress of emergency vehicles to and from the plant, restrict traffic of incoming and outgoing employee traffic onto Route 441 and in turn cause a safety concern for north and south bound motorists on Route 441. In addition, the unnecessary expense associated with the round the clock staffing of Security personnel would burden the ratepayers and stockholders.

Placing a guard at the entrance of the plant would stop someone from accessing the parking lot and some administrative office buildings. Three Mile Island ,like so many other nuclear power plants, has taken steps long before the Sept.11 event to deter sabotage events. Burdening them with unnecessary regulations as a kneejerk reaction to the World Trade Center event is a waste of taxpayers money and power plan: resources.
