Supplemental Information Regarding License Amendment Application to Revise Technical Specification (TS) 3/4.9.4, "Refueling Operations Containment Penetrations," and TS 3/4.9.12, "Refueling Operations - Storage Pool Ventilation," Regarding Containment Equipment Hatch Cover Requirements (License Amendment Request No. 00-0005; TAC No. MB 1979)
Ladies and Gentlemen:
On May 15, 2001, the FirstEnergy Nuclear Operating Company (FENOC) submitted an application for an amendment to the Davis-Besse Nuclear Power Station (DBNPS), Unit Number 1, Operating License Number NPF-3, Appendix A Technical Specifications, regarding Technical Specification (TS) 3/4.9.4, "Refueling Operations - Containment Penetrations," and TS 3/4.9.12, "Refueling Operations - Storage Pool Ventilation." The proposed amendment (DBNPS Letter Serial Number 2690) would revise the containment equipment hatch cover requirements to allow the cover to remain off during reactor core alterations or movement of irradiated fuel within the containment. With the containment equipment hatch open, the containment and the fuel storage pool area are open to each other. The purpose of this letter is to summarize discussions between the NRC and DBNPS staffs on February 1 and 5, 2002.
Under the proposed license amendment, TS Surveillance Requirement (SR) 4.9.12.1 will require, in part, that the emergency ventilation system servicing the storage pool area be demonstrated operable by verifying that the emergency ventilation system servicing the storage pool area maintains the storage pool area at a negative pressure of > 1/8 inches Water Gauge relative to the outside atmosphere during system operation. That is, prior to performing reactor core alterations or moving irradiated fuel within containment with the equipment hatch open, the requirement of SR 4.9.12.1 to demonstrate that a negative pressure of > 1/8 inches Water Gauge can be drawn will be performed with the

This same SR 4.9.12.1 testing will also be required prior to performing any of the following with the containment equipment hatch open: moving fuel in the spent fuel pool, cask pit, or transfer pit, or performing crane operations over the spent fuel pool, cask pit, or transfer pit containing irradiated fuel.
Failure to perform this test with the equipment hatch open prior to performing any of the following with the equipment hatch open: core alterations or moving irradiated fuel within the containment; moving fuel in the spent fuel pool, cask pit, or transfer pit; or performing crane operations over the spent fuel pool, cask pit, or transfer pit containing irradiated fuel, would constitute noncompliance with the DBNPS Technical Specifications. Accordingly, DBNPS surveillance test procedure DB-SS-03708, "Spent Fuel Pool Ventilation System Refueling Interval Test," will be revised to require performance of this test with the equipment hatch open prior to performing any of the following with the equipment hatch open: core alterations or moving irradiated fuel within the containment; moving fuel in the spent fuel pool, cask pit, or transfer pit; or performing crane operations over the spent fuel pool, cask pit, or transfer pit containing irradiated fuel.
This information does not affect the conclusions stated in the previously submitted license amendment application that there is no adverse impact on nuclear safety and that the proposed amendment involves no significant hazards consideration.
