OFFICE OF SECRETARY RULEMAKINGS AND ADJUDICATIONS STAFF Ms. Annette Vietta-Cook, Secretary U. S. NUCLEAR REGULATORY COMMISSION Washington, DC 20555-0001 Attention:

Subject:

Rulemakings and Adjudication's Staff Petition for Rulemaking filed by Three Mile Island Alert (Vol.66, FR 55603. November 2. 2001)

Dear Ms. Cook:

The Board of Supervisors of Warrington Township, York County, Pennsylvania, supports the petition to require guards at nuclear plant entrances and encourages adoption of this proposed rule.

The residents of Warrington Township live within a ten-mile radius of the Three Mile Island Nuclear Power Plant and have been subjected several times to a power plant incident because of inadequate protection provided by the plant owners and administrators.

In light of new threats, nuclear power plants have become targets. It is the obligation of the owners of these plants to provide protection to the citizenry surrounding them.

Very truly yours, Ja es Bradshaw Chairman fmpkrn Y2.%SeC-06 7 SFe I -0a,
