Dear Sir:
Entergy has read and accepted the non-cited violation of 10 CFR 50.59 for the Backup Spent Fuel Pool Cooling System (BUSFPCS) for failure to identify an increase in the probability of a malfunction of equipment important to safety. As part of our corrective action program, administrative controls were established to assure compliance with 10 CFR 50.59 by precluding operation of the BUSFPCS as a backup to the normal Spent Fuel Pool Cooling System (SFPCS).
The original design as a "backup" system limited use to those periods when the SFPCS had to be taken out of service for maintenance as allowed by the FSAR. It is our intent to evaluate the BUSFPCS using the revised 10 CFR 50.59 criteria. The evaluation will be consistent with the finding of the violation, i.e., any alternative system that will perform the function of a system important to safety when that system is out of service must be evaluated as an equivalent system rather than a backup system.
