The FederalRegister on December 17, 2001, (Vol. 66, No 242) noticed the above captioned opportunity for the public to submit comments, opportunity for hearing and a petition for intervention in the proceedings related to the intention of the Tennessee Valley Authority to produce weapons grade tritium at it Watts Bar Nuclear Power Plant.

The purpose of this letter is a request for a Public Hearing and a Petition for Leave to Intervene on the behalf of We The People, Inc., Tennessee regarding the Tennessee Valley Authority:

Notice of Consideration of Issuance of Amendment to Facility Operating License, Proposed No Significant Hazards Consideration Determination and Opportunity for a Hearing.

I am a property owner at Ten Mile, Tennessee, well within the evacuation area of Watts Bar Nuclear Power Production Plant, specifically 8 miles. I reside at 341 Swing Loop Road, Rockwood, Tennessee 37854. My official residence is within 17 miles of the Watts Bar Nuclear Power Plant and I believe that permitting TVA to produce weapons grade tritium at this plant will jeopardize my health, life and properties.

The increased likelihood of an accident due to the production of weapons grade tritium at WBN would irrevocably change the value of my property at the Ten Mile location and also would make my residence at Rockwood uninhabitable since both are downwind from Watts Bar Nuclear Power Production Plant.

My health could not withstand an accident at Watts Bar since I have recently developed breathing problems. The production of tritium in a commercial nuclear power production reactor provides too many opportunities for terrorists attacks and further jeopardizes my life and those in the surrounding communities. The environmental damage in the case of an accident due to the manufacturing of tritium would destroy an already damaged ecosystem forbidding any use of the water in the Tennessee River.

I have been requested by certain residents of the area surrounding the Sequoyah Nuclear Power Plant (SQN) to represent their interests in regards to safety and public health in the production of tritium through Tennessee Valley Authority (TVA) nuclear commercial power reactor through a public hearing and intervention.

In this capacity, I am entering a Petition for Leave for Intervention for We The People, Inc.,

Tennessee office, Ann Pickel Harris, Director. We The People, Inc. Tennessee is a not-for profit organization supporting employees and citizens during contact with the nuclear industry.
