I AND 2 DOCKET NOS. 50-272 AND 50-311 Ladies and Gentlemen:

PSEG Nuclear submitted a commitment change on January 22, 1998, regarding the control of minimum staffing requirements to support a dual unit shutdown outside of the control room at Salem Units 1 and 2. This commitment change revised the commitment documented in letter NLR-N88070, dated July 15, 1988 concerning staffing levels to support a dual unit shutdown outside of the control room in the event of a fire. The original commitment stated that:

"A review of the staffing available and the alternate shutdown procedures have demonstrated that sufficient personnel, even at minimum Technical Specification requirements, are available to perform simultaneous alternate shutdown of both Salem Unit Nos. 1 and 2."

PSEG Nuclear revised that above commitment in the January 22, 1998, letter to state that the minimum shift staffing levels necessary to perform a simultaneous alternate shutdown of both Salem Units 1 and 2 will be controlled under administrative procedures. Although the method of control of the minimum staffing level for performing a simultaneous alternate shutdown was revised, the intent of the original commitment contained in the exemption request, as approved by the NRC remained unchanged. The simultaneous alternate shutdown capability for Salem Unit I and 2 still remains. Changes to the administrative procedures are evaluated under 10CFR50.59 and therefore any subsequent changes to the minimum shift staffing levels at Salem Units 1 and 2 would be revised under 10CFR50.59.

JAN 0 2 2002 LRN-01-0423 In the January 22, 1998, letter, PSEG Nuclear also committed to pursue changes to the Salem Units 1 and 2 Technical Specifications minimum shift crew composition table to reflect the increase in required staffing levels to support a dual unit shutdown outside of the control room due to a fire. PSEG is revising this commitment to state that changes to the Technical Specifications for minimum shift crew composition to reflect the required staffing levels to support a dual unit shutdown outside of the control room will no longer be pursued.

1 OCFR50 Appendix R does not require the Technical Specifications to be revised to reflect the shift manning levels to implement alternate shutdown. Therefore, control of the required manning levels to support the dual unit alternate shutdown due to fire through Administrative Procedures is appropriate and will ensure that the necessary staffing level is maintained to support a dual unit alternate shutdown.
