SUBJECT:
SUMMARY
OF JANUARY 15, 2002, MEETING REGARDING TURKEY POINT SPENT FUEL STORAGE (TAC NOS. MB3674 AND MB3675)
On January 15, 2002, the U.S. Nuclear Regulatory Commission (NRC) staff met with Florida Power and Light Companys (FPL) representatives at the NRC Headquarters in Rockville, Maryland. The objective of the meeting was to discuss FPLs options for storing spent fuel at Turkey Point and the potential use of Metamic, a borated aluminum poison material. FPL requested the meeting, which was open to the public as stated in the meeting notice dated December 13, 2001. Enclosure 1 is a list of attendees and Enclosure 2 is a copy of FPL viewgraphs presented during the meeting.
The licensees representatives stated that their short-term storage plans consist of installing additional spent fuel storage racks, in the cask pit area of the spent fuel pool, to increase storage capacity and the use of Metamic poison inserts in the existing spent fuel pool racks to compensate for Boraflex degradation. Other items discussed by the licensees representatives were the similarity of the storage issues between Turkey Point and St. Lucie, analysis methods, and the schedule for FPLs submittals of license amendments. Specifically, the licensee stated that their proposed license amendment for the cask pit racks and for the poison inserts will be submitted in the fall of 2002 and 2003, respectively. The NRC staff had several comments regarding Boraflex degradation, criticality analysis, cooling of the expanded spent fuel pool, and the qualification and surveillance testing of the Metamic material.
The staff noted that the above meeting was beneficial in gaining an understanding of FPLs spent fuel storage strategy.
