COMPLETION OF GENERIC LETTER 87-02 (SUPPLEMENT 1),

VERIFICATION OF SEISMIC ADEQUACY OF MECHANICAL AND ELECTRICAL EQUIPMENT IN OPERATING PLANTS, UNRESOLVED SAFETY ISSUE (USI) A-46" (TAC NO. M69471)

Dear Mr. Bellamy:

By letter dated June 28, 2001, Pilgrim Nuclear Power Station (Pilgrim Station) notified the Nuclear Regulatory Commission (NRC) of the completion of activities related to the A-46 program implementation at Pilgrim Station in response to Generic Letter (GL) 87-02, Verification of Seismic Adequacy of Mechanical and Electrical Equipment in Operating Reactors, Unresolved Safety Issue (USI) A-46, Supplement 1. The letter stated that during the 2001 Pilgrim Station refueling outage (RFO-13), the outage-dependant work necessary to resolve the remaining A-46 equipment outliers was completed. The letter further stated that all outliers identified by the initial implementation of Generic Implementation Procedure for Seismic Verification of Nuclear Plant Equipment, Revision 2 (GIP-2), and from the change that re-defined the effective grade of buildings, have been resolved. The letter stated that it provided the project completion information necessary to allow the NRC staff to supplement the NRC Safety Evaluation of Pilgrim Stations A-46 program implementation.

Based on receipt of the June 28, 2001, letter which confirmed completion of actions taken in response to Generic Letter 87-02, Supplement 1 (USI A-46), the NRC staff has determined that Pilgrim Station may revise its licensing basis in accordance with the guidance in Section I.2.3 of the staffs Supplemental Safety Evaluation Report (SSER) No. 2 on Seismic Qualification Utility Group (SQUG)/GIP, dated May 22, 1992, and the staffs letter to SQUGs Chairman, Mr. Neil Smith on June 19, 1998. The staff had previously concluded in the safety evaluation dated August 14, 2000, and revised on May 8, 2001, that Pilgrim Stations implementation program resolves USI A-46 at Pilgrim Station and has adequately addressed the purpose of the requested actions in GL 87-02. Therefore, the staff does not believe there is a need for a
